This is interesting, I’ve had the same thing going on for quite awhile now. But truthfully, if I were you I’d go talk to her, she might wanta relationship with you, or maybe not. It’s hard to tell with these type of stories.
It’s nly a matter of time, confront her. But don’t talk about her staring you down. Clearly she desires something about you. Whether it’s friendship or a relationship

just take it slow and be friends with her. see where that leads. if it doesn’t lead to anything, at least, you’ve gained a friend.

there was a girl i had science class with years ago and she would always stare at me and i never knew why .she was totally straight (i thought ) and popular and had alot of frieds in the class and i didnt really know anyone so i thought it was odd that she always stared at me ALL THE TIME . she started talking to me one day randomly and we became friends after that . soon she was at my house everyday spending the night all summer . long story short she totally made the moves on me one night wen we were laying in bed going to sleep . i was shocked !!! we dated for almost a year after that . ive learned that most lesbian or bisexual or bicurious girls will just stare at someone they like for a long time because they dont have the courage to go and talk to them . so chances are high that this girl likes you .

You haven’t said if you ever talked to each other in the past. Probably you never were friends as I can understand from your post. If I’m right, than you have to start from a “hi” and let a normal conversation begins. It wouldn’t be hard since she smiles to you when you see her. I’m sure she’s thinking about you why you’re looking at her too. I totally agree with October Blooms.
